Following the Emperor's order, Noah was traveling around the dimension to see to other Vampire species. When he was traveling on the Anga continent in the Chivelle Kingdom since Vampires had a town there, he also heard the announcement made by the king.
He also decided to check the event like many others, but his goal wasn't to win since he was happy with the way his life was going. He couldn't become the Emperor, but he had as many resources as he wanted to cultivate due to being a royal descendant.
When he heard about the Panagea, it piqued his interest since he himself had never heard of anything like the Panagea despite belonging to one of the top organizations of the Primal dimension.
When he heard about the territory reward, he didn't know why but the feeling of gaining something he could never gain emerged in his heart.
He thought he was happy with not being ever able to become an Emperor and had tons of resources for himself, but when he heard about having his own territory in the Panagea, the Illusion of being happy broke down and instead, an excitement of having a territory of his own emerged.
Since only the eldest could become the Emperor, the young siblings could conquer some other territories and start their own Kingdom, but the clan of Oblivion Vampires strictly prohibited any royal descendant to have even a little territory on their name outside the Empire of Vlad in the Primal dimension. If someone dared to break it, they would get eternal prison life.
They did this because the elders of the clan didn't want to see a fight in the future due to jealousy.
